ადგილობრივი სტრატეგიული პარტნიორობა  ძირითადი დოკუმენტია საზოგადოებრივი სტრატეგიის შემუშავებისას. „ადგილობრივი სტრატეგიული პარტნიორობა“  განისაზღვრება როგორც სექტორშორისი, რამდენიმე სააგენტოს დამაკავშირებელი თანამშრომლობა, ე.წ. „ქოლგა“, რომლის მიზანია განსაზღვრულ ტეროტორიაზე მოსახლეობის ცხოვრების დონის ამაღლება და მმართველობის  გაუმჯობესება (DETR, 2000, p 6). „ადგილობრივი სტრატეგიული პარტნიორობის“ შემთხვევაშიც, მოსახლეობის ჩართულობა მთავარი ელემენტია, რომელიც, ძირითადად, ხორციელდება თანამშრომლობის პრინციპის საფუძველზე, როდესაც მომსახურების მიმწოდებელი უშუალოდ ეკონტაქტება იმ თემს, რომელსაც ის ემსახურება.
