საერთაშორისო პოლიტიკური ეკონომიის ერთ–ერთი თეორია, რომლის მიხედვითაც მდგრადი საერთაშორისო რეჟიმების შესაქმნელად აუცილებელი იყო საერთაშორისო ჰეგემონის არსებობა, რომელიც ნორმებისა და წესების დადგენით ბიძგს მისცემდა რეჟიმს. თანამშრომლობის დასაწყებად ჰეგემონს უნდა უზრუნველეყო საერთო ხარჯები, რომლებსაც გრძელვადიან პერსპექტივაში აინაზღაურებდა. მეცნიერებს შორის უთანხმოებას იწვევს ის, თუ რამდენად აუცილებელია ჰეგემონის არსებობა უკვე შექმნილი საერთაშორისო რეჟიმის ფუნქციონირების შემდეგ. ჰ.ს–ის მაგალითად შეიძლება მოვიტანოთ ამერიკის შეერთებული შტატების როლი და მეორე მსოფლიო ომის შემდგომი საერთაშორისო ეკონომიკის ჩამოყალიბებაში.
